Delta Star Quality Contracting provides a unique set of services for the professional construction industry. We would like to tell you about these services and the professionals who champion them.

Estimating: Delta Star QC provides estimating services for all phases of the project including programming, concept, schematic, design development and construction documents. Our work with clients, architects and contractors has earned us their continued business. This enables us to understand our clients and how they do business, thus providing them with deliverables that work for them to make their work easier.
The Champion of our estimating group is Adre Swart. Adre brings over 25 years of estimating expertise to the projects she supervises. She earned a Bachelor of Science Degree in Quantity Surveying (B.Sc. QS) from the University of Pretoria, South Africa. She has lived in the Phoenix area since 1998 and our clients praise Adre for the international flavor she brings to their projects.

Planning/Scheduling: DSQC provides a full-range of scheduling services to our clients. From Master scheduling to detailed, resource-loaded schedules, no job is too small or large. We are skilled at guiding our clients through the complex task of setting up Work Breakdown Structures and project coding for reporting purposes. We use the full-range of scheduling tools including P3e/c, P3, Suretrak and Microsoft Project.
The Champion of our Planning/Scheduling Group is Rebecca Holman. Rebecca brings over seventeen years of scheduling and project management skills to her clients. She earned a Bachelor of Science Degree in Construction Engineering from the University of Nebraska. After leading the project controls effort on several large municipal programs, here and abroad, Rebecca settled in Phoenix, Arizona to try and improve her golf game.
Cost Management: We love to save our clients money. And that means a pro-active approach to tracking, trending and managing cost. Our skilled consultants use computerized systems, both proprietary and custom, to budget, trend, track and forecast total program cost. Since construction funding has become more and more complex, we realize the need to manage to multiple budgets, track to specific funding sources and create an audit trail of contingency usage.
The Champion of our Cost Management Group is Carma Hardin. Carma brings over fifteen years of experience, both in the US and Australia, to our clients. She manages our Southern California operations and gets to wear many different hats. However, her favorite hat is her sun visor as she competes in sand volleyball on the sunny beaches of southern CA.

Value Management: Delta Star offers our clients an Integrated Value Engineering process satisfying requirements of mandated VE programs for federally funded projects. We offer our VE services based on a two-step method. Step One takes place during the early stages of design and incorporates quality modeling to define and document the Owner’s expectations and cost modeling to set realistic initial and life-cycle costs. Step Two is an on-going effort through design and construction with workshops focused on specific project components and the evolution of cost sharing of savings through approved value engineering proposals.
John Pucetas heads up our VE services group. John is a Certified Value Specialist through SAVE International and a Registered Architect with the State of Arizona. He has over 25 years of experience in value engineering and facility design for public and private projects, including five years as project manager for government funded infrastructure projects in Arizona. John made his home in the Phoenix valley almost twenty years ago and is a “recovering” architect.
Project Management: DSQC offers a variety of true project management services during programming, design, construction and post-contract close-out. We assist clients with unique requirements such as financial advise, grant administration, tenders, life-cycle costing as well as true project and construction management. When clients have special needs, they come to Delta Star to get independent and innovative advice for their specific project.
William Green is our Champion of Project Management for the built environment. Bill has over thirty years of experience as a Senior Construction Economist and Project Manager. He has a Bachelor of Science (Honors) Degree in Construction Economics from Kingston University in Surrey, England. You may find Bill awake in the wee hours of the morning cheering on his favorite soccer and rugby teams.
Claims Management: Delta Star brings a team of skilled professionls to the table who can analyze your change. Through proactive claims review and evaluation, we give an independent view of the best way forward. DSQC can assist with delay impact analysis of the project's schedule along with the cost impact. We can also provide claims negotiation and expert testimony for a speedy and cost beneficial resolution
Carole Haig is our Champion for Claims Management. Carole has over seventeen years of experience in project management of heavy civil and petrochemical projects. Carole's background in construction management is focused on claims management, scheduling, cost analysis, construction specifications and project design management. She holds a Bachelor of Science degree in Mining Engineering from the University of Arizona. When Carole is not arguing her case in the boardroom, she can be found using her talents in support of her favorite charities which include children, animals and chickens.
